Russia files statement to ICAO Council over West's air traffic rules violations

Renowned aviation law expert, Yuri Morozov, commented that on October 10, the Russian Federation, in accordance with Article 84 of the Convention on International Civil Aviation of 1944, known as the "Chicago Convention," approached the Council of the International Civil Aviation Organization (ICAO) with a statement about the violation of the provisions of this historic convention.

The cause of Russia's discontent stems from the implementation of unilateral discriminatory restrictions by the defendants – 37 states, including all European Union members, the United States, Canada, the United Kingdom, Albania, Iceland, Monaco, Norway, North Macedonia, Montenegro, and Switzerland – against the Russian Federation and its aviation enterprises.

These restrictive measures include the prohibition on the use of airspace for aircraft operated by Russian aviation enterprises, restrictions on the supply of aircraft and aircraft parts, bans on technical maintenance and insurance services for aircraft, as well as the detention of aircraft abroad and the limitation of access to meteorological information for navigation.

According to Yuri Morozov, the defendants' actions have jeopardized the safety of international civil aviation flights and seriously undermined the mutual trust that has been the foundation of the international aviation system for almost 80 years.
