Should Airlines Obtain a License?

In accordance with the air law of the Russian Federation, only operators who have a valid license for air transportation of passengers or cargo issued by the Federal Air Transport Agency are entitled to carry out commercial transportation.

However, not every operator can apply for an air transport permit or an air transport license. There are three types of air operator certificates provided for by the Russian air law:

1) Air Operator's Certificate for Air Transportation;
2) Air Operator Certificate for Aviation Operations; and
3) General Air Operator's Certificate.

Only an operator holding an Air Operator's Certificate for Air Transportation may apply for an air transport permit for passengers or an air transport license.
